Pennsylvania's first government, the Colonial Government, was established in 1683 by Penn's Frame of Government. It consisted of a governor, the proprietor, a 72 member Provincial Council and a larger General Assembly. The General Assembly or Pennsylvania Provincial Assembly was the largest part of the government but they had very little power. The government proved to be unworkable and was changed. In 1701 Penn's "Charters of Privileges" was the proprietary government.
